On behalf of our client, DAS was commissioned to support the development of the a £1Bn LAND Programme Business Case (PBC). To create the business case, we followed the methodology outlined in His Majesty’s Treasury’s (HMT) ‘Guide to Developing the Programme Business Case’, used a Five-Case model, and ensured compliance with HMT’s ‘Green Book’ guidance.
Our work included mapping appropriate stakeholders and overseeing engagement with them. In line with the Five-Case model, we jointly facilitated five workshops and gathered the required supporting information. The workshops covered areas including the identification and agreement of spending objectives, the generation of a long list of options, a SWOT analysis, the development of procurement and commercial strategies, and the design of management and delivery arrangements. Through the workshops and ongoing stakeholder engagement, we collated detailed technical information that enabled five cases to be developed and translated into the Programme Business Case (PBC).
Subsequently, the Management Board approved the PBC. Our structured approach ensured the development of a clear strategy and a coherent understanding of the programme to share with others. In turn, this increased the confidence of the programme team when engaging with senior stakeholders. Our work played a key role in achieving the funding required to implement a programme for the management of land, a crucial part of the client’s long-term strategy.
