INTELLIGENT FUTURES: How AI technologies are transforming strategic decision making.

Decision Analysis Services (DAS) is an independent professional services company. We provide professional services globally to clients within the Energy, Defence, Government, Health, and Transport sectors. We specialise in bridging the gap between strategy and operational execution.

DAS contributes to research, via our sponsored PhD and MSc students, using AI and ML tools to interrogate data and provide foresight to decision makers. This, combined with the work undertaken by our Innovation Lab places us in the position of being able to capitalise on, and incorporate AI, ML and Data Science developments in work for our clients.

Introduction

In a rapidly evolving world, change and uncertainty are disruptive and constant. Traditionally developed strategic plans and policies based on the concept of a stable future date quickly, leaving organisations and sectors exposed to unexpected risks and challenges.

Futures thinking, however, is an approach that offers a structured way to anticipate and better prepare for change and uncertainty. It draws on a range of creative and analytical techniques to help decision makers understand what the future may look like and what may change – and explore what this might mean for their organisation or sector and how to respond. Activities can include horizon scanning to identify trends and drivers of change, developing plausible future scenarios to explore implications of possible future change, and using tools like policy stress testing or road mapping to inform action.

Futures thinking can help organisations imagine and explore a range of possible futures, enabling more adaptive, resilient strategic planning and decision making. The approach is increasingly being used by innovative organisations to stress-test and adapt strategies and action plans to ensure they remain sustainable and resilient in times of rapid change.

Unlocking New Potential: Transforming Futures Thinking with AI

Despite their potential to provide unparalleled foresight into plausible future scenarios, traditional futures thinking methods can be resource intensive and difficult to scale. Horizon scanning, for example, often requires extensive research and the detailed processing of vast amounts of information in order to develop robust, well-informed outputs. The process can also be impacted by hidden or misunderstood weak signals, and subjective judgements influencing which trends are given most consideration, limiting its accessibility, speed and objectivity.

The rapid advancement of AI technologies, however, means futures thinking is entering a new era. When combined with specialist human expertise, AI supported systems can help overcome many of the limitations of traditional futures thinking methods. Their use can significantly accelerate and increase the breadth and depth of research and analysis. This enables more continuous and up-to-date insight and provides future specialists with a more informed, robust understanding of the complex relationships and interactions between the trends and drivers of change that shape possible futures.

Expert human know-how remains central to assessing and validating the insights and shaping strategic responses, but AI acts as a transformative force – scaling analytical capability, sharpening focus, and enabling more timely, informed and adaptive decision-making.

Technology Enablers: The Detail

These benefits are achieved by a combination of AI technologies working together. Generative AI (GenAI), for example, is a technology that can be used to turn large amounts of text data into insights. In the context of futures thinking, it can be used to rapidly develop plausible future scenarios, stress-test strategy assumptions and show hidden connections between emerging trends and drivers of change. These capabilities can significantly enhance the depth and breadth of analysis and reduce the time it takes to move from raw information to structured foresight. When guided by the right specialists, modern GenAI models can vastly enhance analytical capacity and support decision-makers to make sense of complexity faster.

Many GenAI systems are powered by Large Language Models (LLMs). Whilst advanced frontier LLM families, such as GPT, Claude, and Gemini, are hosted in the cloud, recent advancements have made it possible for LLMs to be deployed locally on an organisation’s private servers or computers. This means that organisations, particularly those working within sensitive or highly regulated environments, can use GenAI capabilities securely without exposing sensitive information to external systems or third-party cloud environments.

Whilst LLMs and GenAI predominantly provide insight based on continual user interaction, recent advancements have enabled these systems to continuously monitor information and update insights in the background. Taking this a step further, Agentic AI workflows are AI systems capable of acting autonomously. In the context of futures thinking, their use extends GenAI capabilities further by continuously monitoring large volumes of information to detect early signals of change, updating scenario models in real time as new information becomes available, and conducting follow on analysis without manual input. This enables a more proactive, responsive approach to monitoring change without additional manual effort.

From Weak Signals to Strong Decisions

Integrating AI into futures thinking activities has the potential to expand the boundaries of strategic foresight, unlocking new ways to identify and analyse weak signals, model dynamic scenarios, and challenge assumptions, all whilst also making the approach more accessible. The combination of specialist human expertise and machine intelligence pushes the capabilities of these approaches, advancing an already progressive approach to navigating the future.

By integrating AI into futures thinking, we step into a space where anticipation becomes proactive, foresight transforms into tangible action, and strategy delivers lasting, meaningful impact. This powerful combination will push the boundaries of what it is possible to understand about a rapidly changing world and our response to it.
